Dr. Amos M. D. Sirleaf is an American-educated Liberian scholar and accomplished security expert with more than 35 years of experience in Homeland Security, with a focus on Post-9/11 Security Training. His career spans both the United States and Liberia, where he has dedicated his expertise to strengthening public safety, education, and law-enforcement operations.

Before returning home, Dr. Sirleaf served as an Instructor at the Consortium of Universities of the Washington D.C. Metropolitan Area Campus Law Enforcement Police Training Academy, where he trained future law-enforcement professionals in advanced security procedures and operational strategy.

In 2011, Dr. Sirleaf returned to Liberia to help rebuild and modernize the nation’s education and security sectors. He was instrumental in founding the first Criminal Justice Curriculum and Department at Cuttington University. Later, at the request of the Liberia National Police Authority, he trained senior police executives in Operational Planning and developed a comprehensive curriculum that laid the groundwork for the establishment of the Liberia National Police University—offering officers a pathway toward earning a Bachelor’s Degree in Police Science.

Dr. Sirleaf also served as an Instructor for the Liberia Drugs Enforcement Agency (LDEA), supporting professional development and readiness ahead of the UNMIL draw-down period.
